I can't file the file directory in my Android. am i supposed to have a skin on the game first?

Thats correct. I have added a skin from the start and forget sometimes its not in the base game

Which skin have you used? Can you please provide the link?

Also in most of the skin download tutorials, im required to delete the cache files. but i always get a popup saying the files cannot be deleted.

I added the files into the Graphics folder (which many modders of graphics recommend to start with) that allows editing without having to worry about the cache too much. In that document folder you can add and take away files without the pesky "Android 13" issues. 

I am not certain about which skin it was that I used initially but most follow the same pattern. One recomendation, is collecting the Graphics files you need and saving them somewhere to add them in later. Uninstall the game. (thus emptying the Cache) and then reinstalling the game. Start up the game (until the Netflix logo dissappears) so that the folders are created but the Cache has not had time to build. Then copy back all your chosen graphics folder with your custom files back. Load up the game and it should read from these and create the cache based on the graphics folder.
