I only hhave 1striker at my clubs and while scouting for players my scouts said I must buy him at all costs, he's only 4 star potential why is he so overhyped and what striker should I buy?

He's one of the best and most hyped young players in the world right now and this is reflected in game. Correct me if I'm wrong but I believe his current real life stats are better than Neymar's were at this stage of his career. Apparently Barcelona already have the deal in place for Barbosa.

Potentials change massively, it's more of a guesstimate when scouting my opinion. A lot of them time players in game easily surpass the scouts potential ability.
