I put players based on both, the more expensive players being League 2 and most of the very cheap ones were vanarama quality (Some better)

Johnny Lafferty from Ballinamallard United (Northern Ireland). Plays ST as an Advanced Forward and will cost between £8-£12k (cost me £10k during 2015/2016 summer). Has a starting shooting stat of 16/17 and scored goals for fun for me whilst I played through as FC United of Manchester (70+ goals in 3 seasons).

Liam McMenamin also from Ballinamallard United (Northern Ireland) is a great player. Can play anywhere across the back but is predominantly a RB. I got him on a free during the summer of 2016/2017.

Conor McCormack of Derry City. A Deep Lying Playmaker (CM/DMC) with very good passing/tackling stats. Absolutely bossed it for me when I signed him on a free in the 2017/2018 summer.

Mark Timlin of Derry City another great player I got on a free during the 2017/2018 summer. He's a Winger (LM) but is versatile as he can comfortably play as LM, CM, LW, CAM, LS, and ST.

Lastly; another Derry City player. Ryan McBride (CB). A dominant defender who has extremely good tackling and solid aerial ability. He's strong, aggressive and has good positioning. He cost me £14k during the 2015/2016 summer and was comfortably one of my best players all the way from Vanarama Conference North all the way through to League 1. Great bargain.

I would also add Shaun Pearson to this list. Signed him from Grimsby (National League) in 2015 for 75k and he's still doing the job for me in League 1. Outstanding defensive stats for the lower leagues.

I've never managed him but Dan Fletcher, an 18 year old ST who starts at Mansfield moved around a couple of times on one of my saves and eventually got a 50m transfer to Real Madrid and was no 1 on the world player list. I'd be interested to see what his PA was.

Can't seem to find him in my save

I have seen this also. An ST starts at Boreham Wood, Junior Morais, a 20 year old Jamaican. Ended up moving to Man City for about 58mil. Looked him up on later saves. In game editors gives him a PA of 2 and a half stars. Think it may be a glitch in the game it's never happened again.

Just thought I'd add this as you made a very good list.

And I know on the eve of the new FMM it's a bit late but this player could and should still be on the game. Picked him up while dabbling with Scunthorpe.

Now this lad was a snip at £30k and had to be, with the irons being as tight as Arsene Wengers spending. 

He's currently at Hartlepool in League 2 so could be a potential bargain.

Another one. As you can see from my screenshot no IGE was used. I checked it and his PA was 5 stars. However when I started a new game to check his PA in that one it was 3.5 stars. Seems to me that some players get a randomly high PA.

Tony Watt is a great find as a free agent. Managed to sign him for Edinburgh City in Scottish League Two and he scored 61 goals in first season. Scored 63 in League One and I'm in the Championship and he's still scored about 20 by November.
