I'm win 4league and 14 cup and i apply for nation team,and always he have another manager.How to manage national team wihouth pay? 
My rep is World Class i'm first manager but i cant manager national team!!!

What nationality are you? Often they have an own nation bias.

I made one mistake I took the Bosnian nationality

That is probably it. Try aiming for lower nations like Wales.

About this point, does taking lower nations and getting quite success (continental quarter or semi finals) really make something in the "luck" to have a great nation to manage ?

You can get them but it is extremely hard.
