Are IGE stars linked to CA/PA?

I'm asking because Sterling has a high PA than Stones but on the IGE he has a 4.5 potential compared to Stones' 5 star potential... I was guessing that 5 star potential was above 180, 4.5 star was between 170 and 180 etc. Can anyone explain this to me because I'm very confused.

Each star is worth 40 PA and half stars are 20. 5 star is 180-200, 4.5 is worth 160-180 etc... Be aware that youngsters in FMM can differ from FM's database meaning ones on the edge can be far apart or in a different order.

But Stones has a fixed PA on your Wonderkid list...

I did a little research by loading different saves and so far my findings are:

Every save John Stones had a PA of 180

Gnoukouri probably has a PA of - 10 because every save his PA was above 180

Every save Martial and Tielemans had a PA of 175...

These were noticeably consistent that I found 

Edit: Scrap the second one, just loaded one with a PA of 167

But there is a difference in PA between FMM and FM. With FMM it goes by databases for youngsters so more players are random but the game is based off the FM database so will always be similar.

Ok so am I right in guessing that PA varies with which leagues you load up? i.e different fixed PA with different leagues loaded and different variables too.

Yep. That can happen also!

Ok thanks, been getting consistency with same leagues loaded but as soon as I change leagues loading it completely changed

That is how it works. Goes off of Primary league and whether or not there are secondary leagues loaded.
