Does IAP include no work permits?

Getting fed up of quality transfers not going through due to work permits (I can't even sign anyone to unlock the unlockable). Does the £10 in game purchase unlock this?

Can you still unlock it through normal gameplay though? Going to have to do it the hard way.

Start as a rich club like Man City and sign as many players that would need a work permit as possible. They have plenty of money and just sell everyone to get more. Should be able to achieve it in one window. Load Brazil (all) and England to make some cheaper options available as well. Permits are hit and miss but if you aim for South American's with caps you should be able to get the right amount, it's 20-30 if I remember correctly.

Like in real life it goes from international caps or age where it would be unreasonable to have some.
