Chat Offering Contracts

Hi guys, just wanted to ask when is the right time to offer contracts to players who's contracts are expiring. I know European players start around the Winter Transfer Window. But what about the players from South America who's seasons are by year?

I have found that some players who think the club can't meet their demands lower their demands in the very end.

I generally look at the at the beginning of the season so I know when to start offering contracts and I do check regularly to see if I'll find someone decent
