Chat Academy regens (greyed out) other clubs, can you sign?

Just looking through PSG squad and they were looking bare so there were some greyed out players and this was one, is there any possible way to get him?

Nope, no way you can sign him unfortunately.

As always before matches I check out opposition teams players and formations. I played CSKA Moscow in a cup match, and out of curiosity I took a peak at some of their greyed out players...?

After that I took a peek at Zenit and Spartak Moscow as well, and it is pretty much the same...
