Help I dont think this is right? Work Permit Unlockable

ok so i am trying to unlock the No Work Permits Unlockable.

so far i have signed 44 players that require work permits and no unlockable unlocked yet? gosh how many more do i need to sign lol?

 

Edit: ok now i have signed 57 players and still no unlockable lol

does it unlock straight away or at then end of the season i just signed 2 more and still nothing lol my board is now getting concerned about squad size lol

I unlocked it randomly with stoke, in season 4. Tbh i dont got about more then 20 work permits as i can remember.

Does it unlock as soon as you hit the mystery number? Which team/nations did you use? I was going to do that this weekend before starting a long term save.
