Help Work Permits

I am having massive trouble getting any players from overseas on a work permit. All but a very few in the last 5 years of the save have been declined, even on appeal.

 

Is there a rational reasoning for this? Are there game rules which stop you from getting anymore players once a set number has been reached? Any info on how i can get round this is much appreciated.

 

I find there is much more value in young foreign players compared the english players.

Have these players been capped or moved for big money or very young?

most (attempted) signings have been very young and very cheap - with some having a handful of caps
