The Chinese transfer window doesn't shut until the end of February so this may have a slight impact on the release date.

Why don't SI just stagger it in two parts?

Likely that would lead to needing 2 sets of QA internally then QA and submission externally and diluting the audience as not every person downloads the latest version. Also it can pull up bugs that we never see due to the aforementioned QA. I think for the sake of a couple of weeks it would create a lot more hassle than it is worth though this is all speculation.

I don't think that China's transfer update is worth holding back the rest of the transfers though due to the fact that you can't even play in China.

It may have some knockdowns on playable leagues though. Obviously they will have to play it by ear

Yes but be aware it isn't as simple as window closed, new update out. It has to be researched, finalised, implemented, tested then submitted to the stores. Also it is likely the data isn't going to be locked for a few days after the window closes for final deals coming through.

Wait FM winter transfer update released for FM then FMM. 

Normally, the transfer update will not cover late transfer in China, so don't worry for delay by China transfer.
