SI got out the winter update already for quite some time now, and concerning the summer transfers, I don't know if there will be an official update. There are databases on Vibe that are updated, you can find them if you search "Summer Transfer Update 17/18" or anything related to this.

There wont be an update. The last was on March 29 as i remember. If you want the summer transfers try some that were posted in this site, if you're an iOS user you must wait for the FMM18 as there is no way to update the transfer window.
