I would like to do that:

Buying Players Under Contract

The player's club accept my offer but i cant find  an offer for the player

Please Help

That's a known bug. One way to circumvent it is to progress for a week, then offer a new transfer fee to the desired player, but this time offer a transfer fee exactly matching his transfer fee clause(the clause usually being mentioned on the negotiation screen). You will immediately receive a message to negotiate the contract directly with the player.

The November 2 update(the 1st ever update), right? I have updated my FMM19 & that bug still exists.

That's good to hear. I guess the update has not arrived yet on my region. Is it a big one?
