Why is it stating I am not allowed to make this offer? I have the wage allowed to offer at 115k which is more than he wants and he is willing to sign so I don’t see the problem, will not allow me to change anything in the contract!?

The mood is already 0%, that means you have been negotiating back & forth too many times. Give it some time before doing it again. & that "please lower the offer" pop up, that can be inaccurate sometimes, which is annoying.
