Help FMM [Adding in players into offers]

Hi, what are the prerequisites for adding in players into offers for other players? I have been trying to trade Toni Kross for Paul Pogba, but Toni Kross appear to be 'unavailable' to be added in as an offer

Assume Kroos does not appear in the list of players at all? I think it's based on who the "selling" club is interested in + if they are realistic, not sure if the full details are known...
