Chat Have the unlockables changed

I went to start a new game with the editor active. O went to change the training facilities and it's asking for money. It uses to part of the editor. When did this change?

Just started a save to test this out and it seems exactly the same as it has ever been.

Tries it again this morning. Mines is back to normal. Yesterday was showing a shopping basket next to upgrading the facilities
