I know what you're saying. There should be only 3 serie C divisions not four.

Serie C is split into 3 divisions but not sure why you show 4.

I think the 3 teams that top C/a C/b and C/c gain promotion and then there is a playoff for the other spot between the teams from 2nd to 10th in all three leagues with the winner also gaining promotion.

Well I think it’s something like that and I think the playoff winner here is being shown as Serie C winner.

I might be off on this so take it with a pinch of salt.

Spot on. I played with AlbinoLeffe and once the playoffs started all the fixtures and info could be found in the Serie C that doesn’t have a group (A,B,C) after it. We won the playoffs and it listed us as winners there too
