Help How to make a nation playable??

So does anyone know how to make a non playable nation into a  playable nation?? E.g. Brunei?? Much appreciated!

Use Changes.txt like this:

"MANAGER" "The nation's manager" "Second name of that manager" "Nation you wanted to join" "" "" "" "" "" "Free"

"MANAGER" "Your first name" "Your second name" "Your current club or preferred to be free agent cause its easy" "" "" "" "" "" "That nation"
