Help Attribute changes when buying player

I play without attribute masking.  When I go to buy a player, it says his positioning is 20.  But when I buy him, and he's in my squad, it gives him an 18 or 19 attribute.  How come?  Would it be more accurate initially if I scouted the player first?

I noticed this too and I thought it's a bug or something

I had this aswell, not sure if it's a bug or the attributes change and adapt based on the rest of your team

Yep also found this. It's pretty ridiculous. A big drop across quite a few attributes
