There’s a limit to the size of your first team so you could try and demote a few members from there and then try to promote from the second team. Looking at your shots it doesn’t seem that this is your problem but could try it I guess.

This happened to me sometimes, don't know the reason, but I quit and reload again, always solve it for me.
