Help Issues with signing players

I've tried to sign multiple players agreed the fee but the wage is blank this is happening to so many players ive now had it with 5 different players

It’s because they have no interest in signing for your club and no offer you make will persuade them.

But at the start when I scout him he wants to join and the others I've tried say that as well

Scouts are only advisory and can get it wrong. 
There’s pretty much nothing you can do when they don’t want to join, except maybe try again in a year if your club’s reputation is improved.
