Help No money in Greece

I started a save with GS Doxa Dramas.

I got promoted in the first season, finished 3rd in 2nd season and finished top of the league and won the cup in the 3rd season.

But, I have absolutely no money. I only have 18 players on small contracts (2x5k p.w., everyone else well below 3k p.w.). 
How do I still get no money for achieving playoff for the Champions League and winning the Greek cup and competition?

 

Also a secondary question: why is the player worth in Greece either below 5k or 1mil+. I have a star player who is worth 4,5k and a squad filler worth 1,2mil, on the same contracts. How?

Some nations just don't get much of anything financially. Poland is the same, I won the CL 5 times in a row and the board never gave me any transfer budget.
