Depends. If your nation has greater reputation than the primary nation of the player, the chances would be higher. If he has already been called up, you're out of luck - unless you know how to edit your savefile that is.

Calling players with second nation is one thing, but this one? Literally impossible. The database of the mobile version is not the same as the PC version, and can't be edited using conventional means.
