Help No Work Permit Unlockable

Hi guys. 
 

I am trying to remove the work permits but I am struggling. I have signed 21 players needing a work permit and it’s still locked. Any ideas on what I’m doing wrong? Thanks.

Can’t remember the exact number you need but you must be close with 21 so try signing a few more.

Haha I’m upto 23 now and it’s not unlocked😂 I’m pretty sure it never used to be this much!!

Ok, it unlocked at 33. That was a challenge😅

Yep it’s a bit of a ball ache but at least it only needs to be done once 😁
