Help Editor not working as it should?

I was wondering the following thing...

 

In the save for the draft community game I've put all transfer budgets to 0 at the start of the season.

Now my problem is that even though the budgets are at 0, they pull incoming transfers out of their hats of up to 241M... 🤔

They didn't sell any players (at least not enough to spend 240M) and when I use editor to check the budget, it's stil 0 (and wage budget is just enough).... 🤨

 

 

So, is putting the transfer budget to 0 with the editor:

1. 0 money?
2. unlimited money?

 

I'm so confused 😂
