If you want to sign a player with no sell on percentage you have to make an offer for a player then change the offer type for enquiry and set the sell percentage to zero.

Bought endrick for 7.75 milion with that.

Update

If the club is not intrested in selling the player set the sell percentage to 0 and then enquiry and set sell percentage to 0.

 Note: works only on players that are sold for under 225mil by the club (every club accepts offers for 225 mil even for haaland)
