Help Can I affiliate between two big clubs?

I realised that Man city and Girona FC are affiliated by city football group.

Apparently, both are in very first division.

Though they are in different league and Girona FC isn't considered as big club.

But if this is possible, can other two big clubs be affiliated if they are in different leagues? even by the hex and do not cancel the affiliation later on?

For example, Real Madrid-Juventus or PSG-Arsenal like this.

The Italian league has loads of serie a teams florentina and juventus sassuolo roma many more 

think parma (in serie b) was even a senior affiliate to a serie a team

In EPL I don't think it's possible because my last 3 seasons there, I requested for affiliates but got D4 teams. You can try La Liga

Can I ask where you are in league? If your champions league normally you can get championship teams your offers depend in part to your standing in the game imo
