Help Comparing Youth Intakes

I'm thinking of trying to build a small country (Greece, Poland, etc) to win the World Cup. I will be taking a Polish team and maxing out its youth and training facilities. However, would you receive the same quality of youth intakes in a 5-star youth facility in a country like Poland/Greece/Denmark compared to a 5-star youth facility in England/France/Spain?

Youth intakes are generally regens of that country's retiring players. So in Poland you are going to have a chance at Lewandowski's regen (after he's retired obviously) and there will be some decent regens in those 3 countries, but the regens in England/France/Spain will be better (a lot of very good ones). 

I say 'generally' above because sometimes players change nations when they come back and as your team gets stronger, and therefore the league gets stronger, you seem to have a better chance at occasionally getting some good who changes nationality. I know when I've gone back and looked at some of my Scottish players, some of them seemed a little too strong for the original player to have been Scottish.
