Help Is Top Player with Low Workrate Useless?

I have a striker who has 18+ on Poacher attributes. He is not the top goal scorer in the team, however. A striker with lower attributes but higher work rate is the top goal scorer by a large margin.

Is this because of the lower work rate of the first player?

This is highly dependent on your tactic. While having a higher work rate is preferable, a slower pace and lower press can allow for you to cast your net wider when recruiting.

While high-intensity and pressing tactics have been more popular (and possibly essential in goal challenges), I do find low-intensity tactics more consistent in benefitting a wider range of attacking talent. It's a tradeoff I suppose, but yeah I am not locked out of talented but low work-rate attackers,
