Why Potential Ability is Different in Every Save?

Because some players have "negative" (e.g. they don't have a set number like 180 they may have -10 which means their potential ability will range between 170-200 each save) otherwise known as dynamic potential ability. You will usually see this in younger players (under 21). This is to give the game more variety and also because some wonderkids may be overrated at a young age (like Hachim Mastour, Emre Mor), or not hit their original potential like Jadon Sancho, Dele Alli) so the game doesn't want to give them a set potential ability if the Football Manager researchers are not 100% what potential a player may reach. Players like Jude Bellingham are under 21 and do have a set potential ability because he is widely regarded as being the next world class player and is likely to hit that potential.
