Help Can't buy players from a chelsea side that got relegated

Second season chelsea got relegated and naturally I went to raid their for their good players Enzo and Reece James to be exact but they don't accept contracts the club does accept my bids tho and when I scout them it says interested and show wage demands but when I go to negotiate it says player is not interested

Might be because of their wage demands, being that maybe your club might not afford them? Also there on ridiculous wages aren't they and long contracts? Guess also depends if they feel your club could be better then their current one?
