Help International management

Can anyone tell me if there is a list of leagues required for different nations to manage. I'm sure I have seen it once but can't find it again. I would love to manage a small nation, such as Luxembourg. Tried 5 leagues of Germany. France. Italy. Poland and turkey. And other different combinations but no luck.

I'm not sure it's possible with the smaller Nations buddy, unless you have hex where you can change Nationalites

The best I have found is Bermuda. If I have USA , Canada and Mexico. Thanks for messaging. I will found a more obscure nation.
