Chat Enabling German National on a save

I know this has been asked before but can someone please clearly explain how to unlock the German National team on an ongoing save? I'm not interested in managing them, I just want them to start inviting players.

I've read the whole Hex thread yet I still couldn't pinpoint an answer. Apologies if I missed a thread in advance.

It's sadly not just an activate thing you could do, you can't do anytging except get a new save with the german national team. The only way you can do that is change it by hex code before you start a save (I think) maybe it is possible to do before but I don't know or can do it.
