Help Returning after a break - Unlockables dissappeared

Hello 

I have returned after a 3 month break to find all my saves and tactics gone...which isn't a problem as I was going to start over anyways however my unlockables i unlocked have disappeared ie abolish work permits etc. Any ideas how i can get these back ?

With playing these will unlock again !!!! Sign more players who needs work permit!!! there is no other option apart from that !!!
