Well is Australia part of OFC? If yes, then that league & national job is available in-game.

Is New Zealand part of OFC? If yes, then you can manage Wellington Phoenix (who play in Australian league, but based in New Zealand) - then if you have 50 New Zealand players in your save setup (e.g. give contracts to reserves / greyed out players), then you'll be able to access the national job also.

Are there any other specific OFC nations you wanted to ask about?
