Career Making Croatian League playable

Hi everyone, I was wondering could somebody guide me on how to make a croatian league playable in fm? Dinamo always has nice results in the champions league so I would like to try to play with them. Do not know from where or how to start creating the league.

There's a guy on here, mint at stuff like this. I think it's do to with HEX, but he makes some incredible Leagues, I think dinamo are in one of them buddy, I always wanted the Icelandic League, I remember on the full fat FM when I used to play that I was FH (not going to even try to say there long name haha) I keep hoping SI put it in one year
