Help changes.txt

I know there are a lot of people asking why changes.txt doesn't work. But yesterday I created a new save with English language and Premier Division was Premier League, German First Division was Bundesliga and etc. But then I changed the game language to Spanish and Premier League was English Premier Division again. Why?

People have reported that it works when you first load it but if you save and exit then it disappears.
