Typically the way that you can get work permits are by signing a player for big money, signing someone who is a regular member for their national side, bringing them on loan with an option to buy, then buying out the loan after half a season, or by just attempting over and over again. Playing in South Korea for example I'll spend a month agreeing a fee/contract with the same player 10 times over until they get a permit
