Help Unlockable - No Work Permits

Hello everyone, 

I'm wondering how I can unlock the "no work permit", cause I've read difference things on the Internet. Some says that you can unlock it by raising your Domestic players bar and some says by buying a bunch (around 30.?) of players that requires work permit. 

I've tried both, but none of them works... And it is really annoying if a player I want won't get work permit ?

You need to buy players whom require a work permit. I believe it is around 20 to 30. This needs to be in the same career.

Okay, i might not have bought enough players that requires work permit.
