Help How do I get the Hex Editor?

Seen quite a lot of chatter on here (yes, I’m new so don’t have much idea of what’s going on) about something called a Hex Editor. I’ve got a rough idea of what it is, but how do you access it? I’ve got the in game Editor if that’s any help. Would like to use it to manage a national team(eg. Micronesia or something). Thanks in advance ?

If you are on Android, connect your phone to PC, the save is located in Documents>SI>games
