2013 How to create a changes.txt

Hi, I know I'm couple years late but I'm having trouble with the changes.txt, the players with accents on their names aren't updating e.g. Özil, Fàbregas, Sánchez. Everything else worked perfectly. Any help would be highly appreciated!!!

Help...how do i install it in FMM 2017...i want to edit mbappé but i don't know where to put the file...plsss quickly help me with this
