Yes, Tezgel was one of the losers I highlighted over here after the Winter DB came out:

 

Of course, we just had another database update so it may have changed again. I might do something similar to that post over the next few days, although I'm a bit tied up right now.

The best way to find wonderkids as follow-
1. Hire at least 2 scouts of bargain hunter 
2. Ask them to scout players aged between 16-20

They will scout lots of players some of them will be of high potential with bargained value
