Help How to sign a lot of players with limited money?

Could someone please help me how do you get so much offer for players and how do you sign a lot of new players? Thanks for the help ahead.

List the player for loan 

Then when the loan offer comes in change it to transfer then sell at the amount or any amount u want

• free transfers (players out-of-contract),
• or many players on loan, 
• edit - or transfer listed players who are available cheaper (or sometimes for free in lower leagues!)
• edit - or players with min. release clauses (especially those in Spain)

Another option is get a Scout that Specialism is Bargain, he will tell you players prices that you can basically steal from a club or even get on a Freebie

This doesn’t work when I change loan to transfer and put a amount and press suggest terms they don’t agree with the price

Mate, it depends on the AI and what price it believes they are worth, example a player might be worth £450K, you loan him out, when the loan offer is made, you change it to Transfer, the price shoots up to £750K, bonus, but at times it will reduce the price to say £200 due to his clauses, age, statistics, amount of time played (all guesses as it's random I find), so the changing of the price does not always work, mainly it changes to the price the AI wants to go for, if you think it's no good, just exit the request, and wait again for another offer, or simply put them up for sale and try to barter more money using the 5 attempts, another thing you can do, is above the asking price, there is a Lock, if you up the price to where you want it, Lock the price in  (next to the Transfer Fee) and see if the biding club accepts, then you know if you will ever get a good price for your player?

I find there is more and more GK that get 5 stars for the future, until about 2 or 3 season in, and then all the Regens start to properly appear for Messi, Ronaldo, Zlatan etc, until then for me using the Scout with Bargain hunter as his Specialty finds some gems that you can purchase for a small amount, and then do like @Rob says, train up, and then sell on for a profit
