Not totally sure but have you started your game on OME rather than EME?

Sorry but out of interest why is the no work permits and ige locked on that start?

They are just locked as I haven’t unlocked the editor or the no work permits unlockables. 

Well I did unlock the no work permits one but since the last update it’s gone back to being locked for some reason.

Well I’m pretty sure scratch made a guide to get the work permits one. Just go the a rich club and buy loads of cheap experienced African/South American players with no second nationalities and you’ll get it pretty quickly.
